Work Permit Options for Students Who Did Not Receive a PGWP (Complete 2025 Guide)
PGWP Eligibility Alternatives for International Students
If you were unable to obtain a PGWP after graduation, don’t worry! This article explains the newest legal pathways for getting a Canadian work permit, including LMIA, IEC, AIP, spousal sponsorship visas, FTAs, and more.
What to Do If You Missed the PGWP?
Many international students believe that without a PGWP, they have no way to stay and work in Canada. But in reality, there are several legal routes to obtain a work permit that can serve as PGWP alternatives depending on your situation.
In this article, we review all possible options in a simple yet professional way.
1. Work Permit Through LMIA-Based Job Offer (Temporary Foreign Worker Program)
If an employer is willing to obtain a positive or neutral LMIA for you, you can apply for an Employer-Specific Work Permit.
Advantages
-
Allows obtaining a work permit without a PGWP
-
Suitable for people with relevant work experience or specialized skills
Important Notes
-
The employer must obtain an LMIA (costly and time-consuming)
-
Some regions in Canada do not issue LMIA for low-wage occupations
Tech Occupations
Under the Global Talent Stream, work permits can be issued in as fast as 2 weeks.
2. International Experience Canada (IEC) Program
If you are between 18 and 35 and your country has a Youth Mobility Agreement with Canada, you may qualify for IEC.
Two suitable pathways after graduation:
Working Holiday
-
Open Work Permit
-
No job offer required
-
Ideal for those who want to work in different cities or different types of jobs
Young Professionals

You may qualify for an Open Work Permit if your spouse is studying in one of the following:

Master’s or PhD
-
Professional programs such as medicine, dentistry, law, pharmacy, nursing, engineering, etc.
-
Certain nursing and medical-science pilot programs are also eligible
If your spouse is a worker
Eligibility depends on whether your spouse works in TEER 0-1-2-3 occupations or is on a PR pathway.
6. Atlantic Immigration Program (AIP)
AIP is one of the best programs for obtaining PR and receiving a 2-year work permit.
Main Requirements
-
Job offer from a designated Atlantic employer
-
Provincial endorsement letter
-
Language and work-experience eligibility
Eligible provinces:
✔ Nova Scotia
✔ New Brunswick
✔ Newfoundland
✔ Prince Edward Island
7. Spousal Open Work Permit Through Inside-Canada Sponsorship (SOWP)
If your spouse is a PR or Canadian citizen and you are inside Canada:
Requirements
-
Valid temporary status (visitor, student, worker)
-
Shared address with the sponsor
-
PR application submitted + AOR received
This work permit is usually issued for 1 to 2 years.
Starting Work Before Receiving Your Work Permit
If you apply for a work permit before your student status expires, you may work full-time while waiting for the decision, provided that:
-
You were authorized to work during studies
-
You submitted the application before expiry
-
You still hold valid status
Even if your student status has expired, you may apply for Restoration + Work Permit simultaneously.
